International Baku Conference of Young Lawyers, September 2005, Azerbaijan Articles / Posted by Admin on Jun 22, 2005 - 05:32 AM Azerbaijan Young Lawyers' Union with the support of the International Baku Conference of Young Lawyers organizes conference on "Integration of Young Lawyers in Globalizing World", 10-12 September 2005. Background information: On-going politico-social issues of last periods touch every country in the world. If to take into consideration the influence of international public opinion to the politico-social processes of the courtiers then we can understand how necessary is regional and international cooperation among NGOs, especially law-related NGOs. However, lawyers and their regional associations face with difficulties in integration to international arena. In globalizing world Azerbaijani lawyers stay outside of globalization processes. In spite of the fact that there were various international meetings and conferences the lawyer come together to discuss regional and international problems in few cases. Especially, Azerbaijani lawyers are very weak in this case. One of the problems is the age of the lawyers. The old generation lawyers have their specific approach to issues rather than young lawyers. Integration of young lawyers to international standards goes mostly without any problem and it is as easy as hard for old generation. There were various international conferences conducted in Azerbaijan last ten years and lawyers were involved in as well. However it is early to say any opinion about their cooperation in regional and international level. Taking into consideration all above mentioned we can conclude that the conference of young lawyers with the participation of lawyers from foreign countries can assist the future cooperation of world young lawyers. Participants: There will be 80 participants-lawyers invited from all over the world. The preference will be given to AIJA members. At the same time 80 lawyers from Azerbaijan will be participants of the conference. It is important to note that Mass Media representatives and their professional associations are stronger than lawyers in Azerbaijan and due to this lack, unfortunately, the lawyers cannot direct public opinion to their problems. Because of lack of independence of court system, associations of independent lawyers or weak activity in legal sphere the sad situation of lawyers will be presented to international public opinion and attract international support as much as possible. Based on all mentioned we are witness of the necessity of international conference with the participation of lawyers and associations of Azerbaijan. This conference also assist the lawyers in integration in globalizing world. As an example we can draw your attention to reorganization of Bar Association in Azerbaijan. The lawyers showed weak position in formation of Bar Association and even adoption of law, which the lawyers were unhappy with. Conference: As it is seen from the goal of the project the main strategy is to integrate and set up close relations for future cooperation of Azerbaijani lawyers with foreign colleagues by assistance of Azerbaijan Young Lawyers Union and International Association of Young Lawyers. Besides plenary sessions there will be works in groups for discussions. It is expected to have plenary session and general discussion during the first day and the second will be devoted to specific topics. The working groups will be coordinated my moderators. The main topic of the discussion is the problems of professional development of young lawyers. Before the conferences there will be conducted the visits of the lawyers from foreign countries (participants of the conference) to the local law firms, professional units of lawyers, NGOs dealing with legal and human rights issues and other interested organizations. Financial issues: Regarding the financial matters we should notice that AYLU will cover the conference materials expenses, accommodation, local transportation and food expenses of participants with the financial support of donors. Participants should be able to cover their own travel costs, and AYLU will be responsible for accommodating of participants at the houses for the first day of conference. After that AYLU will provide participants with hotel rooms. There is no conference fee for participation. Accommodation: The unique part of project is that the international lawyers participating at the conference will be accommodated at apartments and houses belongs to the local lawyers, mostly members of AYLU which will be carefully identified by the Organizational Committee during the preoperational stage of the project. Foreign participants will meet by Azeri colleagues at the airport and accommodated at their houses/apartments at the day of arrival. Then, the participants will be brought to the conference venue on September 10, morning. We consider this fact as a non-formal integration of the international lawyers in Azerbaijan. The lawyers also will be accompanied by the volunteers - lawyers after the conference in order to go to sightseeing in Baku, the capital of Azerbaijan. The hotel rooms will be booked for participants and covered by the international donors as well as the food and other facilities will be provided. There is no conference fee.
